MSC Assessment of Orange Roughy

Our commitment is to have all of New Zealand’s main deep water fisheries at, or above, a level that would meet the Marine Stewardship Council (MSC) Fisheries Standard.

As part of this initiative, Deepwater Group (DWG) has contracted MRAG Americas to assess three orange roughy fisheries (ORH 3B East and South Chatham Rise, ORH 3B North West Chatham Rise, and ORH 7A including Westpac Bank) against the MSC Standard. MRAG Americas has been contracted by DWG as an accredited Conformance Assessment Body (CAB) to undertake these assessments, following advice from WWF-US.

Entering these fisheries into full MSC assessment is Stage Three of our Fisheries Certification Programme.

Site visits were held in Wellington during July and August 2014. To facilitate openness and transparency, DWG and MPI extended an open invitation to all participants to meetings between the CAB and the Client Fishery. DWG has also sought MRAG Americas' agreement, when making their determinations, that they only place reliance upon written information that is made available to all participants.

A list of those documents that DWG and MPI have made publicly available is provided below to ensure easy access to these by all participants.

On 27 January 2016, the CAB recommended that the fisheries be certified and made their Draft Report available for public comment. Following public review of the draft report, MRAG released their Final Report and Determination (Volume 1 and Volume 2) on 12 May 2016. Notices of objection to the certification were submitted by WWF and Deep Sea Conservation Coalition (DSCC) on 20 June 2016, which resulted in an Independent Adjudicator (IA) being appointed by MSC to hear and consider the objections and to conduct a review to determine whether the CAB's determination was appropriate.  The hearing took place from 24 - 25 October 2016 at the MSC Global Headquarters in London. Having considered written submissions, supporting documentation and presentations by all parties involved, the IA dismissed the objections by WWF and DSCC in their entirety and upheld the determination by MRAG Americas to certify the fisheries.  The IA's decision report was released on 2 December 2016 and the CAB issued a notification on 8 December 2016 confirming the certification of the three New Zealand orange roughy fisheries against the MSC standard.  The Final Public Certification Report is published in three volumes (Volume 1, Volume 2Volume 3).

Principle 1

"A fishery must be conducted in a manner that does not lead to over-fishing or depletion of the exploited populations and, for those populations that are depleted, the fishery must be conducted in a manner that demonstrably leads to their recovery."

The intent of this principle is to ensure that the productive capacities of the resources are maintained at high levels and are not sacrificed in favour of short term.

Principle 2

"Fishing operations should allow for the maintenance of the structure, productivity, function and diversity of the ecosystem (including habitat and associated dependent and ecologically related species) on which the fishery depends."

The intent of this principle is to encourage management of fisheries from an ecosystem perspective under a system designed to restrain the impacts of the fishery on the ecosystem.
